국기원 차기 원장 선거 본격화… ‘13,200명 對 1,320명’ 투표?

지구촌 태권도 본부 ‘국기원 차기 원장’ 선거가 벌써부터 본격화 됐다.

선거는 앞으로 9개월여 이상 남았지만, 선거방식 등이 사전에 마무리 되어야 하기 때문에 이를 위한 정관 개정 작업이 한창이다.

과거 소수 인원인 이사회에서 선출하던 원장 선출이 국내외 70명 선거인단으로 확대된 데 이어 1천명대 또는 1만명대 태권도 지도자가 참여하는 선거방식으로 대폭 변경되는게 골자다.

현재 오는 10월 임기인 이동섭 원장을 비롯한 태권도 원로, 중진, 지도자 등 4~5명 이상이 차기 원장 선거에 자천타천으로 참여해 역대 가장 경쟁이 예상된다. 그만큼 공정한 선거 방식 도입이 시급한 상황이다.

이에 국기원은 선거인단 확대 등 정관 개정안에 대한 의견을 청취하기 위해 ‘국기원장 선거 관련 정관 개정을 위한 온라인 공청회(이하 공청회)’를 개최한다.

공청회는 오는 14일 오전 10시부터 약 110분간 신종 코로나바이러스 감염증(코로나19) 확산 여파에 따라 온라인 생중계로 진행된다.

이번 공청회는 컴퓨터나 모바일을 통해 누리집(www.2022kukkiwon.org)에 접속하면 누구나 시청할 수 있으며, 한국어와 영어 등 2개 언어로 동시에 이뤄진다.

노순명 인천광역시태권도협회 명예회장이 좌장을 맡고, 김중헌 용인대학교 태권도학과 교수, 곽정현 가천대학교 태권도전공 교수, 서성원 태권박스미디어 편집장, 양택진 태권도신문 기자가 토론자로 참석한다.

국기원은 공청회 자료를 오는 12일 누리집에 게재하고, 공청회가 종료될 때까지 게시판으로 의견을 받을 예정이다.

국기원은 지난해 12월 28일 열린 ‘2021년도 정기이사회’를 개최, 부의안건으로 원장 선거와 관련 ‘정관 개정안’에 대한 심의 과정에서 선거인단 확대는 공감하면서도 범위와 방법에 대해서는 장시간 이견이 있었다.

현행 국내외 태권도 유관단체 추천자와 일선 지도자 등 선거인단 70명으로 진행했다. 그러나 국내외 태권도계에서 1천명 이상 선거인단을 확대해야 한다는 요구의 목소리가 거셌다. 실제로 지난해 이사회는 1천명 이상 선거인단으로 원장 선출하는데 만장일치로 동의했지만 정관개정이 보류되었다.

그래서 지난 이사회에서는 원장 선거와 관련 정관개정위원회를 구성해 ▲1안 - 국내 9천777명(KPS 멤버, KTA 등록도장)과 해외 3천391명(국기원 KMS 멤버) 등 총 1만3천168명 ▲2안 - 국내 997명(1안의 10% 무작위 선정)과 해외 339명(동일 방식) 등 1천316명 ▲3안 해외 3천391명(KMS멤버 전원)과 국내 3천391명(KPS 멤버 중 무작위 선정) 등 6천782명 등 세 가지 안을 제시했다.

이날 이사회에서는 다양한 경우의 수와 선거 방식의 장단점 등을 장시간 논의했다. 1안(1만3천168명)과 2안(1천316명)으로 압축 됐다. 결국 표결로 2안이 1안보다 동의가 많았지만, 정관개정에 필요한 재적이사 3분의2 동의를 얻지 못해 부결됐다.

더불어 두 가지 안에 대해 국내외 태권도 의견이 반영되어야 한다는 중론으로 공청회를 개최하고, 오는 25일 열릴 2022년도 제1차 임시 이사회에서 이를 결정하기로 했다.

앞서 선거 원장 선출 방법과 당신인 결정에 대한 방법으로 기존 과반수 투표를 유효하며, 유효 투표 중 과반수 득표자를 원장으로 결정하는 방식을 ‘유효투표의 다수를 얻은 자를 당선인으로 결정’하기로 정관 개정안은 합의가 됐다. 이는 지지난 선출 과정에서 논란을 빚은 바 있고, 대규모 선거인단으로 구성되는 만큼 이를 현실화하기로 했다.

더불어 해외 다수의 투표권을 부여하는 만큼 비용 감축과 디지털 시대에 걸맞게 선거 방식도 바뀐다. 현행 선거는 천재지변이나 전염병 유임 등 특별한 사유가 발생할 경우 인터넷 기반 ‘온라인 투표’로 진행하던 것으로 ‘그와 관계없이 ’온라인투표‘로 진행하는 것을 기본으로 했다.

국기원은 공청회 결과를 오는 25일 전후 열릴 임시 이사회에 보고하고, 정관 개정을 추진할 방침이다.

Election of the next Kukkiwon president’ of the Kukkiwon, the global taekwondo headquarters, has already started in earnest.

The election is more than nine months away, but the work for the constitutional amendment is in full swing as the election procedure, etc. have to be finalized in advance.

The main point is to drastically change the election method in which 1,000 or 10,000 Taekwondo leaders will participate, following the expansion of the electoral college for the election of the Kukkiwon president, who was previously elected by the board of directors, which was expanded to 70 domestic and overseaa electoral colleges.

it seems toi be the highest ever competition in Kukkiwon history as more than 4-5 candidates, including Taekwondo elders, seniors, and leaders, as well incumbent Kukkiwon President Lee Dong-seop to be in the office until October, are expected to participate in the election for the next president. Therefore, there is an urgent need to introduce the fair election procedure.

In this regard, Kukkiwon will hold an ‘online public hearing to revise the constitution of the Kukkiwon related to the election of Kukkiwon President (hereinafter referred to as a public hearing)’ to hear opinions on amendments to the related articles, including the expansion of the electoral college.

The public hearing will be held online live for about 110 minutes from 10 am on the 14th following the spread of the new COVID-19 variant.

Anyone can watch this public hearing by accessing the website (www.2022kukkiwon.org) through a computer or mobile device, and it will be held simultaneously in two languages, Korean and English.

Honorary Chairman Roh Soon-myeong of Incheon Metropolitan City Taekwondo Association will be the chairperson, and Yongin University Taekwondo Department Professor Kim Jung-heon, Gachon University Taekwondo Professor Kwak Jeong-hyeon, Taekwon Box Media Editor Seo Seong-won, and Taekwondo News reporter Yang Taek-jin will participate as debaters.

Kukkiwon plans to publish public hearing materials on its website on the 12th, and receive opinions on the bulletin board until the public hearing ends.

Kukkiwon held its ‘2021 regular board meeting’ on December 28 last year, and in the process of deliberation on the amendment to the articles of its constitution’ related to the election of the president as an additional agenda item, there was a long-standing disagreement over the scope and method of the electoral college in spite of the agreement on the expansion of the electoral college.

Election has been conducted with 70-person electoral college, including the those recommended by domestic and foreign Taekwondo-related organizations and front-line leaders. However, there has been strong voices in the domestic and foreign taekwondo circles calling for the expansion of the electoral college to more than 1,000 persons. In fact, last year, the board of directors unanimously agreed to elect the president by an electoral college of more than 1,000 members, but the amendment of the related articles of the constitution has been put on hold.

Thus, at the last board meeting, a committee to amend the articles of the constitution related to the election of the president was formed, and proposed the following three recommendations: ▲Proposition No.1: a total of 13,168-people electoral college, including 9,777 domestic (KPS members, KTA registered dojang) and 3,391 overseas (Kukkiwon KMS members). ▲ Proposition No.2 : 1,316 people including 997 domestic (10% random selection from the proposition 1) and 339 overseas (same method) ▲ Proposition No. 3: a total of 6,782 people consisting of 3, 391 overseas (all KMS members) and 3,391 domestic (randomly selected from KPS members)

At the board meeting that day, the pros and cons of the proposed election methods were presented and discussed for a long time. In the first phase, propositions were shortened to 1 (13,168 people) and 2 (1,316 people). In the end, however, resolution was not made as proposition 2 failed to obtain the votes of two-thirds of the total number of directors required to amend the articles of the constitution although proposition 2 had more votes than proposition 1..

In addition, there was a public opinion that opinions of domestic and foreign Taekwondo societies on the two proposals should be reflected , and thus it was decided to have a public hearing and to make the decision at the first temporary board of directors meeting for 2022 to be held on the 25th.

Previously, tit was agreed on the amendment to the articles of the constitution under which the existing majority vote was valid as a method for the election of the president and the method for determining the candidate who wins the majority of valid votes is detertermined as the president elect.

This had been controversial during the election procedure of the second past election and it was decided to make it a reality as the election college consists of a large number of people.

In addition, election method will also be changed in line with the digital age and for cost reduction as a large number of voting rights are to be given outside Korea.

Kukkiwon plans to report the result of the public hearing to the extraordinary Board of Directors meeting scheduled for around {January ) 25th and the promote the amendment to the constitution.
