ETU 안젤로 치토 기술위원장, 국기원 특심 계획에 ‘직썰’

국기원 특별심사 계획에 “태권도 가치를 유린 시키는 것”‘우려’ 표명

국기원의 5→9단 월단 특별심사 논란은 국내를 넘어 세계 각국의 조롱과 큰 우려로 확대되고 있다. 국내에서는 90%가 넘는 태권도인이 반대 의사를 분명히 밝혔음에도, 극소수를 위해 진행할 수밖에 없다고 해명하고 있다.

이런 가운데 유럽태권도연맹(ETU) 기술위원장이면서 이태리태권도연맹(FITA) 사무총장을 맡고 있는 안젤로 치토(Angelo Cito,사진)가 <무카스>에 국기원 특별심사에 대해 크게 우려한다며 이에 대한 인터뷰를 요청해 왔다. 그는 태권도 특심은 곧 “태권도 가치를 유린시키는 것”이라고 우려했다.

국기원이 지난 10월 23일 국내 태권도인 대상으로 발표한 특별심사 공고를 접한 후 안젤로가 보내 온 견해이다.

“우리의 태권도가 올림픽 종목임에도 불구하고 여전히 로비하고 후원하는 낡은 운영방식특성의 오래된 폐습을 단절시키는데 어려움을 겪고 있다. 스포츠가 해당기관의 용도 목적 외로 사용되는 것은 불법이다.

태권도가 올림픽 정식종목으로 확고한 자리매김 하고, 젊은 세대들에게 큰 관심을 갖게 하려면 소수 개인이 그들의 목표 달성을 위해서 태권도인의 진정한 정신을 파괴하는 위험을 감수하면서까지 목적영달을 위해 태권도를 수단으로 이용하는 것을 허용할 수 없다.

전 세계 선수와 지도자들이 소정의 비용으로 전매하는 자격증(단증)의 상용화는 지구촌 태권도 이미지에 심각한 손상을 유래할 것이다. 이것은 부도덕한 소행이다. 태권도는 올림픽 정식종목 이기에 선수외 어떤 사람도 주역이 될 수 없다. 이러한 법적 권리를 보장할 수 있는 기관은 올림픽조직위원회와 각 국가 협회만이 할 수 있는 것이다.

자격의 상용화는 스포츠 정신에 위배되는 주요 적이다. 선수들이 도핑이나 부패로 이어지는 첫 번째 요인이다. 지속되는 이익 추구는 우리들이 항상 믿어왔고, 매일 전파시키기 위해 수고했던 태권도의 가치를 유린시키는 것이다.”

“Even though our Taekwondo is an Olympic sport, it is still struggling to cut with those habits and I would say, sore costumes typical of those systems of patronage and lobbying that characterize the archaic systems! Using sport for purposes other than institutional ones is illegal!

To ensure that Taekwondo strengthen his position among the Olympic sports and, more importantly, in the interest of the younger generation, we cannot allow those who use Taekwondo as a means of personal enrichment - even if they risk to distorting the true spirit of our sport - to succeed in their goals.

The commercialization of Degrees, the monopoly by the few at the expense of all practitioners and teachers all around the world, is severely damaging the image of Taekwondo globally and this is IMMORAL.

Taekwondo is an Olympic sport and the athletes only, and no others, must be the protagonists. In order to ensure those rights, the Olympic Committees and national sports federations should be in the first line, and no one else!

The commercialization is the main enemy of the sport and is the first cause leading to doping and corruption in sport field. The continued pursuit of profit and the enrichment make those values, in which we have always believed and for which every day we work to spread, trampled.”

이에 <무카스>는 추가로 안젤로 치토에게 현 국기원의 상황과 유럽태권도연맹, 이태리태권도연맹 등에 이해관계를 종합하여 추가적인 질문을 하였고, 그에 대한 견해를 인터뷰 하였다.

그는 현행 국기원의 특별심사의 문제뿐만 아니라 국기원 단증의 세계무대에서 갖는 의미, 이미 유럽태권도연맹(ETU)가 오래 전에 자체단증 발급을 승인 했음에도 보류하고 있는 이유, 유럽 등지에서 보는 국기원 그리고 앞으로 국기원이 나아가야할 방향에 대해 직설적인 입장을 밝혔다.

다음은 안젤로 치토와 나눈 인터뷰 일문일답.

"태권도는 이제 한국 뿐 아니라 세계인의 것이며 한국은 세계를 존중해야"

Q. 국기원이 한국에서 5단에서 9단까지 월단 할 수 있는 특별심사를 한다. 그에 대해 어떻게 생각하나? (In Korea Kukkiwon allows Taekwondo practitioners to skip from fifth to ninth Dan through a special test. What do you think about these tests?)

단의 가치를 이해하지 못하는 증거입니다. 특별한 상황이나, 특별심사를 받을 수 있는 특별한 케이스 있을 수도 있겠지만, 그것은 예외로 남아야만 합니다. 무엇보다 이러한 특별한 케이스들이 기술적인 문제를 풀어가는 예외 상황으로 되어야 하며 정치랑 아무 상관 없어야 합니다. 사회적으로 생각해도 사면이라는 것은 법을 이기게 하고 돈만 버는 방법이 되어 왔습니다.

I think that this is a very rough way of understanding the value of Dan. I'm not saying that there may be not specific situations, which merit special attention, but these situations must remain exceptions! Above all, this should be a purely technical matter, without any political purpose. The amnesties have never solved any problem; on the contrary have always taught to flout the rules and to make cash.

Q. 그동안 유럽과 외국 등지에서는 계속 3단~7단과 같은 특별심사를 해왔는데?
(Is it true that during all these years Europe and other countries have taken advantage of the special tests to skip from third to seventh Dan?)

저는 유럽에 어떤 일이 벌어졌는지 정확히 모릅니다. 이태리에서 몇 년 전에 일어났던 일에 대해서는 얘기할 수 있습니다. 이태리 사범들이 이미 연맹에서 수년 동안 취득했던 단을 인정받기 위한 국기원 심사가 있었습니다. 아무도 그의 단을 높이기 위해 편법을 이용하지는 않았습니다. 이러한 단들은 엄격한 기술 프로그램을 통해 취득되었습니다.

반면, 최근에 국기원에서 주관하는 유럽 세미나들이 연맹의 협조 없이 이루어지고 있습니다. 세미나 동안 세계태권도연맹의 인가를 받은 연맹에 등록되어 있지 않은 사람들에게 단증이 발급된 것입니다. 따라서 단의 급수 취득이 적어도 의심스럽다고 여기는 사람들이 종종 눈에 띕니다.

I don’t know what happened exactly around Europe. I can say what has been done in Italy few years ago. There were Kukkiwon examinations for recognize the degrees that the Italian instructors had already achieved over the years as part of the federation. Nobody was facilitated or used various shortcuts for upgrade his degree. These grades have been obtained over the years with rigorous technical programs. On the contrary, in these days we are seeing across Europe seminars organized by Kukkiwon without the cooperation of the national federations; during those seminars, the certificates are issued to people who are not registered to the federations recognized by the WTF. It is therefore not uncommon to find people who can claim with Dan achieved in ways to say at least doubtful

Q. 당신이 속해 있는 유럽태권도연맹이 한 때 자체단증을 발급을 추진한 바 있다. 여전히 그 계획은 유효한가? (Is it true that European Taekwondo Union (ETU) wants to issue its own Dan license different from the Kukkiwon’s Dan certificate?)

유럽태권도연합(ETU)은 유럽 국가들을 위한 기관으로써 강력한 지도력으로 유럽 태권도의 발전이라는 목표를 늘 가지고 있습니다. ETU는 완전히 자율성을 가지고 있고, 무엇보다도 여기에 속한 나라들의 믿음과 자신감을 얻었습니다. 따라서 저는 유럽의 수련자들의 현 상태를 개선시키기 위해서는 어떤 조치든지 취해져야 한다고 생각합니다. 아무튼, 단은 유럽태권도연맹과 같은 국제스포츠연맹에게 주요 걱정거리는 아닙니다만, 분명히 (단은) 우리 사범들과 선수들을 보호하기 위해 모든 필요한 수단들로 취해질 것입니다.

The ETU is an organization at the service of the European nations, with his strong leadership has always had the objective of improving the European Taekwondo. The ETU has full autonomy and, above all, gained the confidence of all the nations that are part of it, so I think that whatever may be useful to improve the current situation of European practitioners should be made. Anyway, Dan is not the primary concern for an International Sports Federation as ETU, but definitely will be taken all necessary measures to protect our instructors and our athletes.

Q. ETU에서 이미 자체단증을 발급할 수 있는 안건이 의결되었는데, 왜 실행하지 않았는가? (It seems that ETU has already approved a project to promote and release European Dan certificate. Why has ETU not yet started?)

이 질문에 이미 부분적으로 답을 했다고 생각합니다. 부언하자면, 이 결정은 몇 년 전에 이루어졌으나 불필요한 갈등을 조장하지 않기 위해서 또한 올림픽 태권도의 이미지를 보호하기 위해 프로젝트를 연기하기로 결정했습니다.그것은 태권도계에 매우 민감한 시기였습니다. 태권도가 올림픽 공식 종목이 되어야 했으니까요.

I think I have already answered in part at this question. I can add that this decision had been taken a few years ago but, in order to not create unnecessary conflicts, we decided to postpone the project in order to protect the image of Olympic Taekwondo. It was a very delicate moment for our sport: Taekwondo had to be confirmed among the Olympic sports

Q. 이탈리아태권도협회는 현재 단증을 어떻게 발급하나? 국기원 단증을 발급하는가?
(Does the Italian Federation issue Kukkiwon Dan certifications or do they use their own certification?)

이태리태권도연맹(FITA)은 이태리 올림픽 위원회 산하에 있고 따라서 완벽한 자율성을 가지고 우리나라의 법을 따르게 되어 있습니다. 그래서 이태리에서는 FITA에 의해 인정받은 단증과 자격만을 인정합니다. FITA에서 인증 받지 않은 것은 법적 타당성이 없습니다.

FITA is a federation under the Italian Olympic Committee and therefore has full autonomy and refers to the laws of our country. Therefore in Italy are accepted just the Degrees and the qualifications awarded by FITA or by FITA. Everything else does not have any legal validity if not certified by FITA itself.

Q. 유럽의 대표적인 제도권 인사로서 국기원과 국기원 단증의 가치를 어떻게 생각하나? (What does Europe (which is seen as an institutional representative) think about the value of the Kukkiwon Dan?)

저는 지난 몇 년간 ETU의 임원이었고, 현재는 기술위원회 의장이기도 합니다. 저는 수년 전에 국기원 단에 부여했던 가치는 현재 현역에 있는 사람들이 가지고 있는 이미지와 180도 다르다고 생각합니다. 한때는 많은 사람들에게 국기원 인증서가 해결책이었다면, 지금은 그것이 문제가 되고 있습니다.

I am bord member of the ETU since several years and I am also the Chairman of the Technical Committee. I must say that the value that was given years ago to the Kukkiwon Dan was diametrically opposite from the image that the practitioners has today. One time, for many peoples the Kukkiwon certificate was the solution, today is a problem.

Q. 당신이 속한 나라에는 카톨릭 성지 로마 교황청이 있다. 많은 사람들이 국기원을 바티칸 교황청과 비교를 많이 하는데, 현재 국기원과 교황청과 비교를 한다면?
(You live in the capital of Christianity where the Pope resides. Many people compare Kukkiwon with the Vatican. If you had to make a parallelism between the two bodies, what would you say?)

저는 이것이 매우 위험한 비교라고 생각합니다. 하지만 제 생각은 권력을 좇아 사람들로 하여금 진정한 가치로부터 멀어지게끔 한다는 느낌입니다. 비유를 들자면 복음서에서 예수가 신당에 들어와 상인들이 신을 숭배하는 자리를 시장터로 만든 것을 보고 신성 모독을 종식시키기 위해 그들을 몰아냈던 것을 기억합니다. 이러한 행동은 그러나 용기와 굉장한 도덕성을 필요로 합니다. 로마교회에는 이런 일을 단행할 수 있는 프란체스코 교황이 있습니다. 농담 하나 하겠습니다. 국기원에는 이런 교황 같은 사람이 있습니까?

I would say that this is a very hazardous comparison. However, the thing that comes to my mind is the pursuit of power end in itself, which leads to keep people away from the true values. It would be very useful in this regard, re-read the passage in the Gospel when Jesus enter in the Temple and found merchants intent to traffic changing that place of worship in a market. He steps in driving them all away and overturning their tables, in order to put an end to the desecration. But such kind of actions require courage and great moral. The Church of Rome have Pope Francesco, who is taking these measures. Allow me a joke, the Kukkiwon has its own Pope?
Q. 현재 국기원이 유럽과 해외 각 지역과 단체들과 MOU체결 또는 지부체결 등을 한다. 국가협회 사무총장으로서 어떻게 생각하나? (Currently Kukkiwon is making several MOUs with foreign countries that are forming branches. As Secretary General of a WTF Member National Association what do you think about this issue?)

저는 이것이 투명이 결여된 프로젝트이며 더 많은 이윤을 남기기 위한 네트워크를 만들고자 한다는 인상을 지울 수가 없습니다. 만약 국기원이 영향력 있는 기구가 되어 국가 스포츠 연맹에 영향을 준다면 우리는 매우 위험한 메커니즘으로 편입되어 관계된 모든 사람들로부터 예기치 않은 반응을 이끌어낼 수 있습니다. 오늘날 스포츠의 투명성과 부패에 대한 국제적 통제 조직에 대해 많은 관심이 있습니다. 국제축구연맹과 국제육상경기연맹의 예를 보십시오. 어떤 국가도 스포츠의 결과에 직, 간접적으로 영향을 미칠 수 있는 어떤 종류의 간섭도 용납하지 않을 것입니다. 반드시 그럴 것입니다.

I think this is a project that lacks transparency and gives the impression of wanting to create a network of more interest than anything else. Let me say that, if this machine becomes an instrument of influence and affect the National Sport Federations, we will enter in a dangerous mechanism which could lead to unpredictable reactions from the part of all stakeholders. Today there is a lot of attention from the organs of international control on transparency and corruption in sport; just see what is going on in the FIFA and the IAAF. No country will accept any kind of interference that might directly or indirectly affect the sporting results. We will see.

유럽태권도연맹 안젤로 치토 기술위원장(이태리태권도협회 사무총장)

Q. 세계 태권도인에게 진정으로 인정받기 위해서 국기원의 해야 할 역할은?
(What kind of role should be carried out by Kukkiwon in order to get recognition and respect from all practitioners of Taekwondo?)

우선, 세상의 모든 것은 변하게 되어 있고 국기원도 마찬가지입니다. 예전에 혹은 다른 역사적 맥락에서 괜찮았다고 현재에도 할 수 있다고 생각하는 것은 잘못된 것입니다. 이제 태권도는 올림픽 스포츠이며 국기원이 아니라 올림픽 기관에 관련된 스포츠의 가치와 법을 따라야 합니다. 국기원은 체질을 개선하여 완전히 새로 태어나야 합니다.

하나의 “독립적인 박물관”처럼, 태권도 행사와 문화적 행사를 조직하고 세계인들이 함께 참여할 수 있는 높은 도덕성을 가진 단체가 되어야 합니다. 이런 장소가 있어서 젊은 세대의 관심을 끌고 그들이 태권도의 “새로운 시작”을 창조할 수 있도록 한다면 멋진 일일 것입니다.

현재의 태권도에는 이런 장소가 없습니다. 이런 장소가 있다면 얼마나 멋지겠습니까.국기원을 태권도의 전통과 가치를 가진 곳에서 미래를 향한 비전이 있는 곳으로 바꿔야 합니다.이러한 조직은 전세계의 모든 태권도 지도자들의 모범이 될 것입니다. 저는 이것이 현재 선수들에게 아주 심각하게 약화되어 있는 국기원에 대한 존경심을 돌려놓기에 충분하다고 생각합니다.

국기원은 다른 조직들이 더 잘 알고 행할 수 있는 임무나 사안에 대해서 간섭하지 않아야 합니다. 즉 대학이나, 국제, 국내 연맹들, 그리고 국제 올림픽 위원회, 그리고 자체 조직에 대해서도 말입니다.

만약 어떤 기준이나 능력에 대한 검증 없는 자격증이 범람한다면 대학생들이 얼마나 큰 타격을 입을지 생각해 보십시오. 한국은 태권도를 세계에 선사한 커다란 장점을 가진 나라이며 세계는 이를 인식하고 그 문화를 존중하며 많은 교관들이 이 문화를 더 잘 알기 위해 먼 곳으로부터 오기도 합니다.

태권도는 이제 한국 뿐 아니라 세계인의 것이며 한국은 세계를 존중해야합니다. 만약 어떤 사람이 당신이 생각하지 못한 것을 준다 해도 그 선물은 여전히 그 사람의 것입니다. 그렇지 않으면 그것은 선물이 아니고 그것을 준 사람은 자비로운 사람이 아니라 상인에 불과하게 됩니다. 아까 얘기했던 복음서의 이야기처럼 말입니다.

First of all, should be aware that everything changes in this world and that this rule is also applicable to the Kukkiwon. Thinking to do today what was fine in old times or historical contexts completely different, is wrong. Taekwondo is now an Olympic sport and respects the laws and the values of sport and related sports organizations. The Kukkiwon is not among these. Having said that, I believe that today the Kukkiwon should transform its nature and become something new, something innovative, a kind of " Independent Museum ", where organize Taekwondo events, cultural events, a place of reference able to involve international peoples with high moral standing. It would be great to have a place of this kind, capable of attracting young generations and give them the key for create a new "start up" on Taekwondo, this is what is missing in taekwondo. Think how much would be charm a center of this kind! Transform the Kukkiwon in a place of tradition and values ofTaekwondo but with vision toward the future. This kind of place should became a reference point for all instructors alround the world. I think this would be more than enough in order to take back the respect of the practitioners today strongly weakened. The Kukkiwon must not interfere and deal with issues and tasks that other institutions know better than anyone else. I refer to the University, to the international and national federations and the IOC, of course in their own field! Think what huge damage could soffer a college students by the proliferation of qualifications awarded without any criteria and competence. Korea has a great merit of having given the world this discipline, and the world has recognized this, respecting its culture and many instructors traveled from far away to know better this culture. TKD today belongs to the world and not only to Korea, and Korea must respect the world. When a person gives something you can not think that that gift still belongs to him, otherwise it is not a gift, and who has donated is not a generous person but a merchant, and here we return to the Gospel passage mentioned before.
